Legal Question in Real Estate Law in Illinois

As a condo board, can we offer discounted assessments (one month free) for residents who pay the full year's assessments up front? Would that be considered punishing those who can't pay it all up front?

It's not "punishment"; it's just a violation of the Illinois Condominium Property Act because any such discount would effectively be a forebearance not allowed under Section 18(o).
