Legal Question in Real Estate Law in Illinois

I own a condo in a 4 unit condo building. The person below me is a hoarder of trash & paper. There is now an issue with the "common" plumbing and because the plumbers cannot get in her condo to rectify the problem because of her hoarding, I was asked by the HOA to not use the kitchen sink or dishwasher for "a few days" until they can get it fixed. So I have to dine out? Her hoarding problem is now MY financial burden? Not to mention I cannot wash the dishes that are currently 1/2 way through a cycle in the washer? What should I do?

Your first line of defense of the HOA agreement. This agreement should address the question of the liability owners have to the HOA or to other owners in the event they cause nuisances or cause others to incur cost or inconvenience. If the HOA agreement is silent in this regard, then you might have to fall back on your rights pursuant to state contract law.
