Landlocked

I own property in IL and have been landlocked by the people that own the ajoining property. Can they do this?

You probably have an implied easement by necessity. Contact an attorney. Go to Yahoo or any service that has aerial photos and you should bring a picture of your land and the adjacent property to your first meeting.
