neighbor's tree limbs hanging over my property

Our neighbors planted a sycamore tree a few feet from our property line years ago,and it has grown huge, with much of it hanging over our property. It is now dangerously close to our roof. I am afraid that high winds might cause part of the tree to come down on our house. Since the tree is not diseased,I assume that damage done to my house by downed limbs due to an act of nature would be my responsibility.We also deal with disposing of giant leaves dropped by the tree each fall.I know that we have to right to trim the branches hanging over our property under certain circumstances. We are having several trees removed from our property soon. Can we have the offending branches trimmed from their tree without their permission? We have been neighbors for 20 years and used to have a congenial relationship, but it turned sour a few years ago. Now we deal with such trivialities as the wife blowing pine needles (which have dropped from our tree into their yard) back into our yard! We also share a section of 6 foot privacy fence (theirs). Our two perpendicular sections come within a few inches, but do not connect to their section. I would like to run a section parallel to theirs to connect to our two sections. Can I do that too?
