Can my property be land locked?

I own 16 acres surronded by 3 other property owners, there is no roadway into it. Does the township or county have to provide a road or access to it?

No they do not. You are entitled to access your property, probably through an easement across one of your neighbors' properties, but you will likely be responsible for building and maintaining any roadway or driveway if none current exist. You should consult with a real estate attorney.
