if your roomate moves out before the lease expires, are they still responsible for half the rent?

Technically, each roommate is responsible for the entirety of the rent unless your lease says otherwise. What that means is if the rent is not paid, the landlord can come after both you and your roommate for rent, or either one of you individually.

So the answer is yes, the roommate is responsible for the rent and cannot dodge the obligation to pay it by moving out.
