tree in my yard is dying my neighbor says it is my responsibility to clean up her yard. is this true?

What needs cleaning up? Leaves? Limbs?
Illinois is funny about this. Technically if it's your tree it's your debris. Worse is that it could be a liability issue for you if limbs fall and damage her property, or injure someone.
Moreover, if you have the tree removed and the stump removed, roots that extend to her yard eventually could collapse and require attention.
If there's more involved, the answer could change.
