convicting someone of statutory rape

Is it possible to convict or charge a male of 23 of statutory rape of a 15 year old girl, even though she and her father give consent?

Although I am not a criminal lawyer, it is my understanding that a minor (someone under the age of 18) cannot give consent to engage in sexual intercourse. In other words, if a male over the age of 18 has sex with a female under the age of 18, he is liable for statutory rape. (Again, this is my general understanding w/out specific research on the subject.) If you are serious about pressing criminal charges and have evidence of the sexual act, I suggest you call the State's Attorney for the county in which you live.
