Delinquent state income taxes

Can the IDR refuse to speak with me about taxes I owe and force me to deal with a collection attorney who is charging a 28% collection fee? I am unemployed and had a Cptr.7 bankruptcy discharged 2/06. A lien has already been filed against my home.

The state of Illinois has been referring delinquent tax accounts out to collection agencies; however, generally such agencies are limited to dealing with collection issues. If there are legal matters that need to be addressed with the department, then the collection agency should refer it back, or at least stop collection activity until the issue is resolved.
