Legal Question in Traffic Law in Illinois

The law enforcement officers may have knee-jerked but I don't understand why MO would "cut ...up" your Illinois licenses. They are supposed to be SURRENDERED to the Illinois SOS. So the Illinois SOS probably didn't know you had MO licenses. So it's possible if MO "cut...up" the IL licenses you could POSSIBLY get out of something, but not of the unresolved matters that resulted in the revocation/suspension of the IL licenses in the first place. They are potentially separate issues. Best thing to do is hire a lawyer to defend him, and if there were unpaid fines that caused the revocation/suspension, it may be possible to pay them and come to court showing some good faith....
