Legal Question in Traffic Law in Illinois

My neighbor has her car alarm set to honk 7 times when arming and 2 times when disarming it. She does this at least once and sometimes several times at 5:00 a.m. just 20 feet from my bedroom window. This went on for about a year until she purchased a new vehicle about a monthy ago. I was finally able to get some sleep. I guess her new alarm which only flashed the lights was to considerate and she either had it reset or had her old alarm reinstalled in her new vehicle because its back. I have asked her to just lock it with the key but she wont. I live in Illinois, is there anything that I can do?

Call the police, not to arrest her, but for help if there is a local noise ordinance, to let her know. It's better to have an independent third party step in. Start there. If that doesn't work, let us know.
