Review of Driving Privleges After Accident?

I was involved in a very small fender bender accident recently. We mutually decided to negotiate outside of insurance. We did not file a police report either.

I was pulling out of an alleyway to the left. As I was turning he hit me. He looked like he was speeding and didn't see me and sideswiped me, leaving marks on my front bumper and marks on his back left bumper side.

Apparently, the guy thinks I owe him money and that I'm at fault. I think he's at fault, but I want to drop the case, but he keeps pressuring me to pay.

His damages are minor, there are only a few scratches on his bumper. My damages are worse (I have pictures). There is literally 3 small scratches on his bumper, while my car is scratched all over the bumper.

I got an e-mail from his free attorney (it's a student service) threatening that if I don't pay the attorney 500 dollars for damages (way way over estimated by the way), that his client will ''forward the matter to the Secretary of State for review of my driving privileges''

Is his attorney saying that he can have my driver's license suspended over a biased claim of accident fault? After we mutually agreed not to report the accident to police/insurance?

While pulling out of a driveway YOU must yield. You are at fault in this accident. If you do not comply with the demands of the other person, he can have your license suspended until you do. It will cost you a lot more than $500.00, if you choose to fight this.
