Administrator of Estate

Is there somewhere I can find who is on record as the administrator of an estate when there was no will left? And is the administrator usually a neutral person so there is no conflict of interest, or is a family member usually appointed as administrator?

If the estate is being probated, the administrator's name is public record (you can check with the probate clerk's office in the county where the person lived prior to his death).

If the estate is not being probated, it would likely be a close relative or friend using a small estate affidavit.
