executor of will

My ex-step dad is the executor of my mother's will & she put in the will that he can live in her house until he dies or chooses otherwise but the property is technically left my brother & I, since the bills have been paid can he as executor sell anything w/o notifying us??

Sounds like he has a life estate in the property, which technically he could sell. This would give the buyer the right to occupy the property while your stepfather is still alive. If you are asking about items of personal property, I do not see how this has anything to do with his life estate in the real estate.
