i have adopted kids whos parents are dead and they have money in a cd that their aunt put in there when parents died stating no with drawls with out court order or until kids reach 18. but now that i am the parent can i touch that money when i chose. the cd is showing me as gaurdian but now i adopted them. do i still have to report to courts on the money

The aunt can decide when and how her money is distributed to another person. Why would you assume you can change the aunt's will regarding her own money? Perhaps I am not understanding the question.

If the account (guardianship estate? Trust? UTMA?) says no withdrawals until 18 w/o court order, then there should be no withdrawals until 18 w/o court order. Follow the instructions. If you need the funds for their care then ask the court for permission.
