Leagal Heir Notification

Would the State (IL) notify me if a relative dies and I am an heir?

Would I need to notify the court of my claim on the estate or would a ''check just arrive in the mail''?

No, the ESTATE, not the STATE, needs to find you. If you know of the estate, and you are an heir, you should perhaps contact the executor as to your whereabouts.
