not married living together

My brother has been living with a women for 16 years in her home and taking care of her. She passed away, does he have any rights?

If she doesn't have a Will, then he would not be a beneficiary. However, he may have some claims against the estate. If he was taking care of her due to disability, then he may qualify for a statutory custodian claim. This can get complicated, but if he lived and cared for her for more than 3 years and she had some disability then he would qualify for an award depending on the extent of disability.
