before my mother died, my sister made my mom make a joint account to help her pay the bills. She is excuter of my moms will. when she died.. she was using the joint money to pay her bills and then charged over 2000 to handle the estate.. is that legal

It's not clear from your posting whether the bills paid were that of your mother, or your sister.

Also, it is important to determine whether the funds in the joint account were solely those of your mother, or whether your sister also contributed funds to the account.

If the joint account was set up simply for the convenience of paying your mother's bills and there was no contribution of funds from your sister, then the bills that she paid after your mother's passing should be scrutinized.

An executor is entitled to some fees, but the fees should be reasonable and based on the amount of work involved in administering the estate.
