Can a sister that shares durable POA with sibling for parents transfer money from the parents joint CD, Checking, and Savings account and open a personal account with the money? The mother was in the hospital under Hospice care and the father is in a dementia unit with advanced dementia.

That's a good question and the answer depends on whether the Power of Attorney gave one sibling the authority to make those transfers. There's no way to answer the question without looking at the Power of Attorney.
