Legal Question in Workers Comp in Illinois

I was awarded unemployment benefits based on employer not attending initial hearing. I receive $7,000 over 6 months. The employer filed a late appeal. I brought the 30 day statute to the judges attention. Ultimately the judge determined the employer didn't receive my award letter "for reasons unknown" and that i was ineligible based on misconduct. Do I have any legal grounds? I didn't receive any proof that the employer actually didn't receive a award letter.

Here's the deal:

This is NOT a Workers' Compensation question because you were not injured on the job. You only received benefits because (for whatever reason) the employer did not have notice. The employer said "We don't have to pay this person because he was fired "for cause." The ALJ agreed that you had been fired for cause.

The State will send the money paid by employer (about 60%) back to them and will demand payment of the entire amount. It is non-dischargeable and you cannot receive UE benefits or even tax refunds until it is repaid.
