Legal Question in Disability Law in India

i am working in state psu, before this service i was registered in bar council, now i can write advocate after my name.

An advocate can not be in active employment of someone else. If he takes employment, then he ceases to be advocate and hence can not write the word 'advocate' with his name. After you leave the employment, you can again write the word 'advocate' with your name. The word 'advocate' is a technical word governed by the Advocates Act. Any person who has done LLB is a lawyer but for becoming 'advocate' he has to be registered with the Bar council of a State in India and has to abide by the rulles and regulation sof such Bar Council which is constituted under the Advocates Act.
