Legal Question in Administrative Law in India
Can Certificate of Business and Certificate of Incorporation can be issued by different signature authority for same company registered with Same ROC
E.g. ABCD Pvt. Ltd is registered with Gujarat, Dadra and Nagar Haveli, Certificate of Incorporation issued by Asst ROC Mr. X and Certificate of Commencement of Business issued by Mr. Y

The ROC acts through its various officers. There is nothing wrong in one officer signing one document and the other officer signing another document, may be related to same company, as long officer the officer signing the document is authorised and competent to sign that document. If he is not compentent / authorised to sign that document, then it would be wrong on his part to sign it.
