Yes, if the landlord does not cooperate the tenant may be entitled to electric meter. The tenant is entitled to all "basic amenities" and the landlord cannot refuse to provide the same. In the event of refusal, you may seek permission from the court of Rent Controller.

it is the duty of the landlord to supply electricity to the tenant and in case he refuses to do so, then according to delhi rent control act, the tenant may apply for restoration of basic amenities before the rent controller.
