who is incharge in india to give confirmation that company is not in bankruptcy or liliquidation?court or some other state body?

you have to check that whether the company filed the liquidation petition or not. if filed then u can check its status from the court where it was filed.

The Liquidation Petition of/against/by a company is filed in the High Court of the area where the company has registered office.

You may want to make an application to the Registry of the concerned High Court and obtain a certificate about pendency of Liquidiation Petition, if any, against the named Company.
