Legal Question in Administrative Law in India

sir i worked as lecturer in govt. Engineering collage from last 6 semesters
(3 year) on lecturer basis as guest facility . now i want to be regular or as pro term lecturer .I also wrote a letter to chairman of the collage for this but I didn't get any response.please tell me the way.

Please personally go and meet the Chairman of the college, hand over your request letter and discuss the matter with him / her.
