appeal against State commissionar
Where i can apeal agains state commissionar for not providing information under information act.
Even not replaying the mails instead of servel corrospondance since last 3 months.

After exhuasting your remedies under the RTI Act, you may consider approaching the High Court for appropriate directions under Article 226 of the Constitution of India.
