Legal Question in Appeals and Writs in India

PUDA acquired the 368 acers land in bathinda in 1974 notification u/s 4 &1978 u/s 6,chand kaur filed CWP no 7989 in 1996 & punjab & haryana high court quash the said notifications that structure award was not announced within stipulated period & after that order we exchange the land through registered exchange deed in 1999. After exchange chand kaur sold my land total 6 acers land to third party,but in 2002 high court set aside the order dated 1996-97,and now we go to PUDA auth. for NOC puda refused to do so,& our mutation was not sanction,I have only exchange deed.plz give me legal opinion,I want NOC & possession or benifits under land pooling policy till now I am not party in any court but now can I go to court or PUDA chairman C M punjab,plz send my favourabe authorities.I am not party in high court & supreme court.
