does a shop owners welfare association must have office bearers? We're are considering having a core committee of three persons to be collectively responsible for the management of the association. Is that legally allowed

A Shop Owner's Welfare Association can be registered under the category of AOP-Association of Persons. Yes, it will have office bearers namely, the Hon. Chairman, Hon Secretary and the Hon. Treasurer to take care of the running of the Association. It is perfectly legal to do so.
