Legal Question in Civil Rights Law in India

I have a own house in Tambaram, in chennai, Tamilnadu. Its a semi independent house with one block A in front and block B at the right end. The owner of the block A stay in Mylapore. He had rented for four families in a span of two years and because of the landlord attitude no family members continue. Last month he had rented it out to a bachelors who are studying in a college 15km away from our house and they are nearly 8 boys.I have a college going daughter and i told him amicably that in a family area renting to a bachelors in not advisable as they will cause nuisance to us but he promised that nothing will happen. For a couple of weeks these guys started showing their colors as they were huge noise at night and a lot of movement where by a lot of guys comes and go at night. I spoke to the landlord and also sent him in writing. He says that if you do not like this guys to stay u purchase this property because he is not able to sell this property. Today some guys stood half naked when my daughter went out i shouted at them also i spoke to the owner but he is lending a deaf ear he only argues that he his losing if he vacates them as he get good rent from this guy. Please advice me what i have to do as i feel insecure to my family members as i go to office from 7am to 9pm .Please advice

You rightly prefer complaint before local police

The acts of the boys attracts Section 4 of Harrassment of Women Act

So PREFER complaint thro your daugther before local All women PS

The complaint thro your daugther will be very effective and non bailable also
