Legal Question in Construction Law in India

hi,
builder has given physical possession of house in 1989. water connection was granted to our society on humanitarian grounds at double rate. what is procedure to get the oc now. we tried to get the details from building proposal department in kanjurmarg but they claim that our file has been misplaced from their record room at bhandup. also our society does not have BMC approved drawings , we only have drawings made by the architect without any signatures by bmc on the drawings. the builder has refused to entertain us. he has also refused to get the conveyance done which is still not done in our name. please advise what action can be taken .

Consider approaching Consumer Forum as also criminal court for offences under MOFA.
