There was a criminal case under section 304 A (of a road accident) running aginst me. By oversight, my bel jumped in 1992. In 1994, court (lower) declear me as apsconded. There was no any warrant reqached yet at me / my home. Now, I want to do surrender and to face proceedings. Are there any citation/ sitataion avaiable in record, by help of which I can get bel in lower court, weather court do any penealty etc. In addtion, the all witness have been hostile.
