Legal Question in Criminal Law in India

I have a little tricky situation here.
My brother got married in the month of May 2009 and after 4 months of the marriage my parents got stuck with the problem of cash crunch (Financial losses) basically they were in debts and even a police case happened due to non payment u/s 420/406. Entire family came in trouble. My mother had to be in custody for 2 months. In the meantime the entire family stayed with me. In the meantime my sister in law started behaving irratically as of she was not too sure whether she wanted to stay with us or not as she felt deceived by the fact that she was not revealed the facts of prior debts earlier. She will fight with my brother for the same thing and end up harming herself which was not very accute but we informed to her family over the phone. She did it twice within a period of 3 months but her family never came to see her although they always talk on phone with her.
Its been 2 months that they have shifted to their own house and yesterday again she did the same thing but this time it was accute. She tried to jump from the 1st floor. When failed she went inside the house and tried to cut her hand with shaving blade. My brother took her to a doctor and did first aid. After that she was okay. Her family was continuasly called but they keep on giving accuses and did not turned up.
One more point to bring to the notice that she had a relationship before marriage of 5 years which she disclose to my brother one day and her family did not allow her marriage with that person as was less paid and financialy not settled. our family was settled, everybody working but everybody came on roads after the incident of debts thing. She also have a problem of high level anger which she is not able to control her anger and she end up doing something like this.
The entire family of ours is in distress.
Kindly help by advising.
