How an NRI whose passport has been revoked but whereabouts are not known can be brought to India?

he can be brought to india by serving the summons upon him through MEA and in case the offence is major, through interpol. in case his last address is not known but the country is confirmed, the indian consulate/embassy may find him with the help of local police provided court orders are served upon it.
