Legal Question in Education Law in India

Equating post-graduate marks with graduation marks.

I am a graduate with 50% aggregate marks. I have also done post- graduation(mba) securing 64% marks.All of my above degrees are recognised by ugc/govt.My problem is that most of the jobs advertised by govt. Departments require 50% marks in graduation which i don't have.However,i am post-graduate(,obviously holding a qualification which is more than a graduate degree,)can i apply 4 such jobs in which 50% marks in graduation is needed taking into consideration that i m having more qualifications(post- graduate)with 64% marks.Im not getting any reply from such deptts. What is the legal position?

LEGAL position can be ascertained only after perusal of the concerned advertisement and / or the relevant service rules of employer.

ORDINARILY marks obtained in the higher qualification may be acceptable as a substitute of the basic degree requirement.
