Legal Question in Education Law in India

I am a student of engineering college in delhi. 2 months ago the university had raised the fee by Rs 10312 which is now being refunded. But the glitch is that I have lost the student copy of the receipt(the copies for college and bank must be available wid college and bank respectively). Moreover, I can produce the bank statement regarding the issue of demand draft. College office is quite unsupportive and keeps insisting that they wont refund unless I submit the original fee receipt... Please help :)
