Legal Question in Civil Litigation in India

if i apply to any govt department on 1-1-2011 for any benefits and regularisation based on existing policies of the govt authority/department and it processes my application after 5 years,when it continually changed its policies from 1-6-2011(any time after 1-1-2911) onwards,so on what policy the govt. Body should decide my application- date of filing of application policy or on the date of deciding policy?

it shuld be date of application ....but it has to be checked as per terms and condition of policies
