Legal Question in Civil Litigation in India

my father is the owner of the third floor of a building, the rest being in the hands of his brothers'families.The stair case is very steep and there's no lift. My father is a heart patient and my mother is suffering from breast cancer.The building has one reservoir and one pump.According to the will to sell a flat you need to ask the other family members and only if they don't take you can ask an outsider. But nobody is willing to buy because of the above mentioned problems.Can we legally ask them to sell the building to a promoter so that a lift can be built or can we take this up as a human rights problem?
