If someone has used a picture (clicked by him) of my building, and used it to advertise his business (he's not mentioned anything to do with my business or building except that he has shown my building), then does that amount to copyright infringement or any other crime?

To claim copyright protection, you have to prove that the picture that was used by the other person, which was clicked by you, possessed some distinctiveness feature. In otherwise, there must be some input to the picture making it more artistic so as to claim it as your work. If you can prove this, then you can file case of copyright infringment.

However, if the otherperson is using photograph of your building to advertise his business, that means he is causing deception to the public, even though, he does not mention anything about the building. Against this civil and criminal action can be taken.

It is not a case of infringement of any copy right not it is a crime.
