can a joint operation between two countries be a legal entity in any way if it is not registered as a separate legal entity, which law will govern the employees termination

It has to be registered. Jurisdiction depends on the terms of contract and where nothing is mentioned in the contract the place where the cause of action arises.

Sir

When two countries undergo joint operation, they enter into the treaty with each other, and that treaty govern all the transaction. The treaty takes effect as law between two countries, so far so the joint operation is concerned.

It is supposed to be registered and the jurisdiction can be decided on the basis of Agreement.
