refund of Provident Fund amount

My querey is regarding refund of PF. My mother was working in a company which was deducting PF amount from my mother's salary. When she left the said job and approached the concerned PF office for refund they informed us that due to inadvertance on the part of employer my mother's name was mentioned as ''Jyoti'' instead of ''Janki'' in their records. Now the officials from PF office asked my mother to open a bank account in the name of Jyoti and indeed that will amount to a false and bogus account. I fail to understand as to how can I open my mother's false account in that event. My mother's employer is also not co-operating her in that regard and my mother has not received the PF amount tilll date after leaving the job few years back. My mother is in need of that money and have been trying hard to get the same and the officials are not even ready to take any affidavit declaring the name same type. Therefore, kindly guide me as to whether before which forum or authority I can contact and whether what legal action I can take or what is the proper reddressal forum of the said issue.
