Legal Question in Landlord & Tenant Law in India

I am residing in a rented house which has five houses and My house is in third floor in South Bangalore and pay the rent of Rs8000/- PM, I shifted because of my Daughter's SSLC Board exam (10std State Syllabus) as the house is near her Tution Cases and her exam is in Mar 2012. Land lord / broker told that house has Corporation water connection for DRINKING WATER and Borewell water (For Info: Which is not suitable for Drinking or Cooking) for other purpose and also agreed to put a metal gate and wood work for kitchen compartments, before we gave the house advance in Apr 2011.

After occupying the house we came to know that it is not having Corporation water connection for Drinking Water and when we ask for the works which has to be done he says Water Connection will take 4 to 5 months.

Last month Jul 2011 I paid the rent of Rs7500/- and when the Land lord asked the same I said the amount is deducted because the works which was committed is not complete, He said he will get the works done on Sunday 31st Jul 2011. I Agreed to pay the balance Rs500/- in Aug 2011 rent as he will be getting the works done.

But on that day he did not turn up, When I Called him (Land lord does not stay in the premises) he said, He was not able to make arrangements for carpenter and others for the work.

Today 16th Aug 2011 he called up for rent (I pay the rent on 12th to 15th of every month) and asked for balance amount and the present month's rent. I told I will pay Rs 7500/- only (For Info: I hand over the Rent to the Office which is situated in the Ground floor of my house) and this reduction in Rs500/- is for the Water I am Purchasing for Drinking / Cooking Purpose (Actually it costs more than Rs500/-). He tells to Vacate the house If I am not paying the amount.

I Kindly request you to tell me about :

- Is it mandatory or as agreed upon for Land lord to make arrangements for Drinking / Cooking water for Tenants

- Status regarding continuation of tenancy, as we have an written agreement of Eleven months period which will continue till March 2011.

- Have I done an thing wrong legally by telling that, I will not pay the amount Rs500/- until the Corporation / Municipal Water supply is given.
