what is the reasonable advocate fees & what is the basis for this

Depends on the Lawyer and differs from Lawyer to Lawyer. Minimum Fees excluding expenses is prescribed in a schedule but maximum is not.

The fee structure depends upon lawyer's own standing and client's paying capacity. It also depends upon the place you are situated. For example a lawyer's fee in Dehradun or Karnal would be much lower than that of a lawyer in New Delhi. same will apply to other areas.

Though there is no general rule, however, some High Courts have prescribed lawyer's fee for civil matters where the stakes are quantified in terms of money.
