If you are referring to trade licence when you say "gumasta", it is renewed by the principle agent or Company or the concerned Government authority who originally issued the licence in the first instance which will be mentioned on the license you have.

If you are referring to the Shops & Establishment Licence, it is renewed by the Brihanmumbai Mahanagarpalika authorities.

If you are referring to Drug Licence, it is renewed by the Food & Drug Administration authorities.
