Legal Question in Legal Ethics in India

I want to start a mlm company where there is no product to sell just to recruit distributers with very small amount.What are the legal formalities i need to take care of such as income tax,service tax,company name registration etc.

Income tax,service tax would attract subsequently on formation of a company but before that you have to apply for the registration of the company after some formalities.
