Is there any supreme court ruling, in which it has been decided that if the government had acquired any property and have not used for more than ten years than the property will be returned to the original owner.

As per the Transfer of Property Act it can be returned to the original owner if the land is acquired under the Urban Celining Regulations Act and land is a excess land or surplus land (not at all used).
