Legal Question in Real Estate Law in India

Bought shop on ground floor from owner, now we want to develop a basement in shop, can we do this? Originally there is no basement below the shop, after aquiring the shop we want to develop this, now the question is who have the right to develop and owned the shop owner or rest building owner?
