Building house in Rural area

In villages the land is classified as

agriculture .Can a house be

constructed on the land classified

as agriculture in revenue record

with the approval of village

panchayat.I have heard about a

favourable decision in this regard of

Delhi High court that the competent

authority in villages is village

panchayat to sanction map of

house. Will it be safe to construct

house in village on agriculture land

with map approval by village

panchayat.Pl advise

Village Panchayat have not sole authority to grant development permissions.

Either a Planning Authority or the Collector of the District is property authority for the purpose.

The answer is no but if you converted the land you can buit the house.

The entire land in the village is not earmarked as agriculture; there are 'abadi' areas also.

however, if permitted by the village Panchayat, one may construct a house on agriculture land also.
