Legal Question in Real Estate Law in India

I want to buy a plot that is at Mulund East.

And this plot was given to XYZ person in lottery system of World Bank Project for the bunglow houses. But he could not able to develop this land and want to sell it.

If I want to buy it can I get the loan from bank for purchasing the plot?
