Legal Question in Real Estate Law in India

I own a flat at nallasopara east, there are two builders involved in the transaction of this property one holding 70 % share and the other holding 30% share. i stay in dombivili which is very far from my new flat in nallaspara and so cannot go there frequently to check the status of my flat and as a result everytime i get a new that someone is residing in my flat and when i call these builders they blame each other. there is also a fight between these two builders for their rights on the property. and secondly it is an illegal construciton still awaiting cidco approval . But the land is legal. How should i solve this problem can i register a complain with police station ?

Approach police, court, consumer forum etc. for redressal.
