home nomination

my father is make 1st nominees to my mother now my father is exp. is this any law can help me to register the flat on my mothers name.without taking NOC from my only 1 brother.we are total 4 nominees including mother?

You have to consider a release deed in this case.

No, all legal heirs may be entitled to transfer of the property of the deceased as per law of inheritance.
